After logging in using your new test account: Create a test account in your realm, you can proceed with connecting a new bank account.
Click the big + (plus) on the Dashboard (on the Personal Accounts pane):

3. In the next screen select a Country and Bank

4. If the Connection was successful, you will be presented with a screen that will look like this:

Note that the development environment is usually refreshed every two weeks, and sometimes even more often. If this happens, your connections can be removed, and you may need to connect a bank again.
